Policy and Procedure

I.Borrowers
  A. Anyone may use the Salamanca Public Library. A borrower's card is required of all those who wish to borrow books and other materials for home use. Cards are available to anyone who lives in the State of New York. Transients and out-of-state patrons may also be issued cards at the discretion of the Director.
  B. Applications for a card must be made in person at the library. An adult who provides acceptable identification may borrow materials immediately; a parent's or guardian's signature is required on a child's application before a card will be issued.
  C. Adult cards are issued to student's in seventh grade and above. Children's cards may be issued to those who complete the library's annual story hour program if a parent so wishes. Otherwise, once a child is enrolled in school, he is entitled to receive a card.
  D. Adult cards are normally issued for a three(3) year period. Children's cards are issued as needed and may be converted to adult cards once the individual enters seventh grade. When a borrower's card expires, it may be reissued provided there is no record of lost or unreturned books. Such accounts must be cleared before a card will be renewed.
  E. The borrower is responsible for all use made of his card and for the loss or damage to materials charged on it. He is advised not to lend his card to another person, nor to check out materials for the use of another person. Lost cards should be reported promptly.
  F. If circulating library materials are in use the borrower may file a reserve for the material. The patron will then be notified when the material is available.
  G. If an item is lost, the replacement cost for the lost material is charged. If an item is damaged, charges are made according to the extent of the damage, as determined by the Library.
