We have become aware that there is a rise of panhandling and aggressive begging within the City of Salamanca, specifically near supermarkets, convenient stores and other retail areas. There are no state laws to prohibit such solicitations and the First Amendment protects the right to beg for money in general terms. It will be up to each individual retailer, or property owner to disallow this in front of their businesses. With that said, there is ways for the general public to protect themselves from such contacts and stay safe from dangerous situations. You may let the businesses or individuals responsible for managing the property know of the panhandling taking place outside of their establishment, so they may choose to have the individual moved along. You should never pull out a purse or wallet in front of an aggressive beggar that is full of cash, as to advertise how much you are carrying with you. This can potentially place yourself in a dangerous situation in front of a possibly desperate individual. If you choose to give money, have the amount you wish to give set aside prior to contact. If you do not wish to give money, you may politely decline, create a basic excuse, ignore them, or start a conversation with somebody nearby/cellphone, and then hastily move along to your destination. If you are ever followed, call out for help and dial 911 or 716-945-2330 at your earliest ability. |
